They work on all skin-tones and are barely visible on the dankest one. The freckles show's up on top of clothes in the Sims 4 Studio (as you see in the picture) but not in-game.

You can pick them out as you would do with your original freckles - in the skin details section. These are default replacements, meaning that they will override all of your sims appearances (given that they wear the original freckles). Hello again!
